A President of Europe

One of the major legacies of Laeken may turn out to be the proposal for a directly elected president of Europe. This post would be a vivid symbol of additional European integration. As Francis Elliott, deputy political editor of The Sunday Telegraph, expressed it: "The European Union last night set a clear course to create a directly elected president in a significant step towards a European superstate" (Dec. 16, 2001, emphasis added).

As it was conceived at the Laeken Summit, this proposed postñthough theoretically the same office-would eventually carry much greater authority than the presidency of the European Union, a position now occupied by Romano Prodi. The British prime minister, Tony Blair, conceded at a press conference that the creation of a superstate was back on the agenda. In reality it was never off. wnp
